Protocol for Incoming Individuals & Groups to Israel

Welcome back!

We are glad to share with you the updates regarding the final protocol for

bringing inbound tourism to Israel, which will be for the Individuals & Groups starting from 1st. November 2021.

The requirements are:

  • Entry to Israel will be allowed from all countries all over the world.
  • Entrance should be through Ben Gurion Airport only.
  • No Entry via all land borders.
  • Can Leave Israel through land borders to Jordan or Egypt without any problem -Leave not Enter.
  • Did not stay in a red country during the 14 days before entering Israel.
  • Vaccinated with a vaccine approved by the WHO or applicable (see list of approved vaccinesand dose requirements below)
  • There is no other impediment for them to enter into Israel.

A foreign national who does not meet the above conditions will not be allowed to enter Israel through this outline, not even under full isolation conditions (for this case, a new protocol will be published shortly).

The vaccines approved for entering Israel are:

  • Moderna
  • Pfizer
  • Johnson & Johnson – Janssen
  • AstraZeneca
  • Sinopharm
  • Sinovac
  • Covishield
  • SputniK-V, Following the reservations indicated below

 

Vaccination and recovery protocol approved by the Israeli Ministry of Health

  • Foreign nationals vaccinated with Pfizer /Moderna /AstraZeneca /Sinovac/Covishieldor Sinopharm who have:

– Received two vaccine shots; and 14 days or more passed since their second vaccine upon entry to Israel (but no more than 180 days upon leaving Israel).

– Received the booster vaccine dose and 14 days or more passed since their booster shot upon entry to Israel.

 

  • Foreign nationals vaccinated with Janssen’s vaccine can enter if:

– 14 days or more have passed since the vaccination date upon entry to Israel (but no more than 180 days upon leaving Israel).

– Received a booster dose, and 14 days or more have passed since their booster shot upon entry to Israel.

 

  • Foreign nationals (at this stage –applicable for passengers from Europe only) who have recovered from Covid, and not fully vaccinated, can enter upon presenting a recovery certificate that the Israeli Ministry of Healthsystems can digitally authenticate, in form of a positive result in a NAAT (Molecular test resembling PCR), under the following conditions:

– 11 days or more have passed since the test upon entry to Israel (but no more than 180 days upon leaving Israel).

– Received in addition at least one dose of the vaccines approved by the World Health Organization (in this case, time span and sequence of events is inconsequential).

 

  • Foreign nationals vaccinated with Sputnik, as of 15.11.21, and subject to a positive Serology test result in Israel (will remain in isolation until a positive result is obtained), under the following conditions:

– Received two vaccine shots and 14 days or more passed since their second vaccine upon entry to Israel (but no more than 180 days upon leaving Israel).

– Received the booster vaccine dose and 14 days or more passed since their booster shot upon entry to Israel (7 days in the case of Pfizer).

 

Entering Israel process:

Pre Flight requirements:

  • Perform a PCR test up to 72 hours before an outbound flight.
  • PCR test (aprox. 25$ per person) Upon arrival
  • PCR test must be paid online by the client through this link

  • Declaration form must apply by the client no more than 24 hours before the schedule time of departure through the following link https://www.gov.il/en/service/request-entry-to-israel-covid19
  • Passengers with a verifiable digital certificate will scan or upload their immunization or recovery certificate to the incoming passenger form and receive a green pass before boarding the plane.
  • Passengers who do not have a verifiable digital certificate will declare their vaccination status in the incoming passenger form and fill out an application to shorten the isolation period. Then, they will attach the relevant documents to receive a green pass before boarding the plane.

Once at the boarding gate requirements:

  • Presenting documentation to a negative PCR test result performed up to 72 hours before the flight.
  • Presenting proof of filling out the incoming passenger declaration.
  • Certificate of immunization attesting to the performance of vaccinations in accordance with the provisions detailed above
  • For Covid recoverees, not fully vaccinated – Certificate of recovery that the Israeli Ministry of Health systems can digitally authenticate, indicating a recovery in accordance with the requirements above.
  • Exceptional entry permit from the Israeli Ministry of the Interior (Exceptions’ Outline, Groups)

Entering Israel Requirements:

  • Performing a PCR test upon landing at Ben Gurion Airport and remaining in isolation until a negative result is obtained, or 24 hours, the earlier of the two.
  • For those vaccinated with Sputnik vaccines only – performing a serological test at Ben Gurion Airport; isolation until a positive test result is obtained (In addition to isolation until a negative result is obtained for the PCR test taken upon landing).
  • A tourist who is verified with Covid-19 during their stay in Israel shall be transferred to a designated hotel, on behalf of the Ministry of Health, for the recovery period. All expenses will be paid by the tourists.
  • A tourist must have a valid insurance that covers COVID-19 and cover for Isolation if required.

 

Individual travelers will be allowed to enter Israel ONLY as per this protocol.

A separate  protocol for Groups(will be published within few days)-that will cover groups where the tourists are vaccinated as above but there are more than 180 days since the second dose (or since the first dose in the case of Johnson & Johnson).
